Whenever I'm in doubt I tend to search for Homebrew formulas to see how they do it. In case of `heirloom-doctools` [official tap](https://github.com/Homebrew/homebrew-core) does not contain a build formula but there is 3rd party tap named [`homebrew-troff`](https://github.com/Alhadis/homebrew-troff) that has [`heirloom-doctools.rb`](https://github.com/Alhadis/homebrew-troff/blob/ff4db2f06bebf9379879227d474cffe15fd985bd/Formula/heirloom-doctools.rb).
